친일문제 (북일관계) 일본의 미사일 방어

일본의 미사일 방어...김보정 연구원

북한이 일본의 전도시를 강타할 수 있는 미사일을 개발했다고 한국의 주요 신문중 하나인 조선일보가 최근 보도했다. 그 보도는 북한이 정권수립 55주년에 맞춰 핵실험을 실시할 수도 있다는 추측가운데 나온 것이다. 물론, 핵실험은 실시되지 않았지만, 일본은 커다란 공포에 떨었다.

북한이 협상을 동반한 무력에 의한 위협에 임할지는 불확실하지만, 일본에서는 여전히 불안해 하고 있다.

조선일보의 보도는 또한 사정거리가 3,000~4,000킬로미터인 미사일이 2002년 개발되었지만, 배치는 되지 않았음을 나타낸다. 그럼에도 불구하고, 이미 배치된 대포동 1호 미사일은 일본의 인구집중 지역에 도달할 수 있다. 이것은 1998년 시험발사 당시 일본 상공을 가로질렀던 것과 동일한 미사일이다. 북한은 또한 최대 1300킬로미터까지 타격할 수 있는 노동 미사일 700기를 보유하고 있다.

작년에 북한은 적어도 두 기의 핵 폭탄을 생산했을 비밀 핵무기 프로그램을 갖고 있음을 시인했다. 북한의 핵 활동을 논의하려는 지난번 북경에서의 다자 회담 중 북한이 핵 폭탄 및 발사장치를 갖고 있음을 증명하려고 핵무기 실험을 할 수도 있다고 김정일은 경고했다.

그 결과, 일본 방위청은 미사일 방어 체제 계획 수립을 위해 신속하게 움직였다. 이것은 논란이 되는 결정이다. 일부 비판가 들은 적의 미사일이 발사될 때 격추되지 않으면 미사일 방어 체제가 소용없는 것이라고 주장한다. 반대측은 상당히 비용이 많이 드는 결정이긴 하지만 협상을 통해 줄이는 게 가능하다고 주장한다. 여전히 일부에서는 “전수”방위라는 원칙에 도전을 하는 것이기 때문에 미사일 방어가 일본 헌법에 위배되는 것이라고 주장한다. 추측컨대 요격미사일 체제는 미국과 같은 제3자도 보호할 수 있다. 왜냐하면 발사 시 미사일의 목적지를 알 수없기 때문이다.

게다가, 미사일 방어는 방위 동원 절차의 재평가를 수반할 것이다. 왜냐하면, 미사일이 수분 내에 일본에 도달할 수 있기 때문이다. 대포동1호의 경우 확실히 10분 이내이다. 현재의 계획안에 의하면, 총리는 방위회의와 내각의 검토 이후에야 동원령을 발할 수 있다. 기습공격 시에는 그런 검토가 불가능하게 될 것이 분명하다.

일본 언론인들이 이런 주장을 인용하면서 일관되게 미사일 방어 체제에 반대하는 반면, 필자로서는 그런 주장들이 근거가 박약하고 변호의 여지가 없는 것으로 느끼게 된다.

첫째, 완벽한 방어는 없다. 그런 방어물은 존재하지도 존재할 수도 없다. 그러나, 정부는 인력으로 가능한 한 자국 시민들을 보호할 의무를 갖고 있다. 일본을 향해 발사된 탄도미사일은 센서로 탐지해서 이지스함에서 발사한 미사일로 우주에서 파괴할 수 있다. 만일 그 첫 단계가 실패하면, 지대공 패트리어트 유도 미사일이 발사되어 접근하는 미사일을 떨어뜨릴 것이다. 그 체계는 완벽하지 않지만, 필요 이상이며 강력하다.

둘째, 최소한 앞으로 7,8년간 방위청은 매년 1400억엔을 요청할 것인데, 이것은 일본의 재정상황을 감안하면 커다란 부담이다. 그러나, 일본인들의 안전을 제공하며 북한의 침략을 저지할 수 있다면 상대적으로 적은 금액이다.

셋째, 만일 북한의 공격이 미국을 향한 것이라면, 일본이 상관 할 일이 아니라고 주장하는 것은 우스운 것이다. 일본은 미국의 핵우산으로 현재 보호 받고 있으며, 게다가, 일본 상공을 지나가는 북한 미사일의 가능한 목표가 어디라고 단정하는 것은 불가능하다. 토쿄, 오키나와, 아니면 하와이를 향하는 것인가? 어떻게 알 수 있나?

마지막으로, 만일 계획안이 방어를 억제한다면, 계획안을 바꿀 때이다. 규정이 중요한 만큼, 규정들 때문에 일본인들의 적극적인 보호가 방해 받아서는 안된 다.

누구나 의문의 여지 없이 최선을 희망할 것이지만, 비이성적인 지도자들이 있는 불완전한 세상에서, 최악에 대비하는 것이 현명한 것이다. 일본은 60년간의 평화주의 전통을 가진 나라이다. 많은 일본인들이 미사일 방어를 이런 전통에 반하는 것으로 보고 있다. 필자는 그런 입장을 분명히 평가 할 수 있지만, 위협과 경보가 울리는 때에는 이 전통이 수정될 수 있어야 한다.

고이즈미 총리는 미사일 방어가 긴축재정에 부담이라는 것을 알지만, 또한 일본국민 들에게 안전을 제공하기 위해 가능한 모든 일을 해야 하는 것이 그가 맹세한 의무임도 알고있다.

Japan's Missle Defense

Chosun Ilbo, one of South Korea’s leading newspapers, recently reported that North Korea has developed missiles capable of targeting every city in Japan. The report came amid speculation that North Korea would carry out a nuclear test to coincide with the 55th anniversary of the nation. Of course, this didn’t happen, even though the rumor created great fear in Japan.

Whether North Korea will engage in this form of saber-rattling with negotiations still possible is unlikely. Nonetheless, the concern continues to have an unsettling effect on Japan.

The Chosun Ilbo report also indicates that a missile with a range of 3,000 to 4,000 kilometers was developed in 2002, but has not yet been deployed. Nonetheless, the Taepodong 1 missile already on platforms can reach every population center in Japan. This is the same missile that was test fired in 1998 over Japan’s main islands. North Korea also has an arsenal of up to 700 Rodong missiles that can hit targets as far as 1,300 kilometers away.

Last year North Korea admitted having a secret nuclear weapons program that produced at least two nuclear bombs. During last month’s multilateral meeting in Beijing to discuss North Korean nuclear activity, Kim Jung Il warned that his country could test a nuclear weapon in order to prove it has nuclear bombs and the means to deliver them.

As a consequence, the Japanese Defense Agency has moved rapidly to plan a missile defense system. This is a decision riddled with controversy. Some critics contend the defense cannot work unless the missile is hit upon launch, a somewhat unlikely possibility. Others argue it is an enormously expensive defensive arrangement that can be avoided through negotiation. Still others maintain that a missile defense violates the Japanese constitution since it challenges the principle of “exclusive” self-defense. Presumably an anti-missile system could protect third parties such as the United States since the destination of a missile upon launch is unknown.

Moreover, missile defense will entail a review of defense mobilization procedures because a missile could reach Japan in minutes—certainly under ten minutes in the case of Taepodong 1. According to current protocols, the prime minister can issue a mobilization order only after Security Council and cabinet deliberations. Obviously a surprise attack would make such deliberations impossible.

While Japanese journalists invariably cite these arguments in their almost uniform opposition to anti-missile deployment, it strikes me these contentions are weak, perhaps even indefensible.

First, there isn’t a perfect defense. No such shield exists or can exist. Governments, however, have an obligation to protect their citizens as well as humanly possible. A ballistic missile fired against Japan could be detected by sensors and then destroyed in space by a missile launched from an Aegis-equipped destroyer. If that first stage fails, a ground-to-air Patriot guided missile would be launched to shoot down the incoming missile. The system isn’t perfect, but it is redundant and robust.

Second, the request of 140 billion yen from the Defense Agency with similar sums for at another seven or eight years, is a large burden given the tight fiscal condition in the nation. However, it is a relatively small sum if it provides security for the Japanese people or deters the aggression of North Korea.

Third, it is ludicrous to argue that if a North Korean attack is intended for the United States, it is none of Japan’s business. After all, Japan is presently protected by the U.S. nuclear umbrella, and, in addition, it would be impossible to determine the likely target of a North Korean missile flying over Japan. Is it destined for Tokyo, Okinawa, or Hawaii? How would anyone possibly know?

Last, if protocols inhibit defense, then it is time to change the protocols. As important as rules may be, they should not impede active protection of the Japanese people.

One should unquestionably hope for the best, but in an imperfect world with irrational leaders, it is wise to prepare for the worst. Japan is a nation with a sixty-year pacifist tradition. Many Japanese people view missile defense as an incitement at odds with this tradition. I can certainly appreciate that position; yet at a time of threats and tocsin in the air, this tradition may have to be modified.

Prime Minister Koizumi realizes that missile defense will be a strain on an already tight fiscal regimen, but he also realizes that it is his sworn duty to do everything possible to provide security for his people.
